My father ZT”L explained why Maimonides includes “one who causes others to love God,” in his Sefer Hamitzvot (Book of the Commandments) when he teaches the Mitzvah to love God, but does not include that description in the Laws of the Foundations of Torah: “Obviously Maimonides does not consider this quality as a necessary ingredient of the fulfillment of the Mitzvah. He adds this in the Book of Commandments as an indicator, meaning that when you achieve love of God you will experience a drive to cause others to love Him.
