Sivan: The Love of Torah, Not of Miracles
The reason that the Children of Israel could not accept the Torah until the third month, Sivan, is that had they accepted the Torah immediately after Pesach, they would have accepted by virtue of the miracles they had experienced. It would have been accepting Torah in order to receive reward- more miracles. The Almighty therefore gave them time to dilute the thrill of the miracles so they would accept the Torah out of pure love for it. Kedushat Levi – Shavuot
