Peh Kodesh: Sinai II

“The sound of the Shofar grew continually much stronger; Moses would speak and the Lord would respond to him with a voice.” (Exodus 19:19) Moses only needed to speak, and despite the noise of the Shofar, God could hear. However, Moshe could not hear above the noise and God had to respond “With a voice.”
