“And God spoke to Moshe saying.” “Dibbur,” or speech refers to the presentation of the laws of the Mitzvah as they are. “Saying,” describes an explanation of the laws with reasons, lessons and Kavanot. The Offerings were first presented as “Dibbur,” speaking, and then, “saying,” with all the wisdom necessary to understand and relate to the Mitzvot with increasing levels of insight.
