The prophet foresaw that, “The earth shall be full of the knowledge of God, as the waters cover the sea.” It is known that while the surface of the ocean is the same everywhere, the ocean floor varies in depth according to the particular spot. Likewise it can be said that though on the surface there seemed to be no variations in knowledge among men, the depths are different according to the learning of each individual (Chafetz Chaim).
